have added greatly to my previous high opinion of and regard

for him.

Mr. Fletcher was the Chairman of the Strike

Committee referred to in paragraph 18 of his report and I

consider that the success of its efforts is due very largely

to his gift for organisation, initiative and driving power. The very high opinion which I hold of Mr. Fletcher's ability and character is already on record in the Colonial Office. His work during the strike period would have enhanced that opinion were it possible.

Of any other officer I should say that his work surpassed my expectations: in Mr. Fletcher's case I can only say that it did not fall short of them. I regard myself as exceptionally fortunate in having at my disposal during this difficult period the services of an officer on whose zeal and judgment I can rely with absolute confidence.
